Cambodia to Boost Clean Energy Use — But Coal Plants Planned Too

PHNOM PENH — Cambodia will push ahead with plans to use hydropower and coal to electrify the entire country by 2020, but solar energy will play some role, especially in remote areas, an energy ministry official said on Wednesday.

The Southeast Asian nation has electrified rapidly since 2000, when only 16 percent of the population had access to power, according to the World Bank.

Today, 87 percent of villages and 73 percent of households are connected to the grid, said Victor Jona, a spokesman for the department of energy at the Ministry of Mines and Energy.

Hydropower accounts for 40 percent of the mix, while coal makes up 36 percent, with more plants being built, he said.

Power imports from neighboring countries contribute almost the entire remainder, with renewables such as solar accounting for less than 1 percent, he said.

But Jona said the government has plans to develop more clean energy, especially in hard-to-reach communities.

“We hope that solar home systems will do the role for the very remote areas, in case the grid cannot expand to them,” he said on the sidelines of a clean energy conference in the capital, Phnom Penh.

Some larger-scale solar is also being added to the mix. Jona said construction of a 60 MW solar plant in Kampong Speu Province, west of the capital, is scheduled to be completed by the end of 2019.

But hydropower and coal are still projected to make up 80 percent of Cambodia’s energy needs once the country achieves full electrification, Jona said.

Coal-fired plants are under construction and will contribute another 150 MW by next year, he said.

Bridget McIntosh, the Cambodia director for Energy Lab, which works to promote clean electricity, said the country should consider adding more renewable energy to its mix, especially as the cost of solar power falls.

“It takes five years to build a coal-fired station or a dam, and in those five years the cost of solar will continue to decline,” she told the Thomson Reuters Foundation.

“So it makes more sense to now connect solar to the grid” to meet the country’s electrification goals, she said.

Moving away from coal can also help countries meet their Paris Agreement goals to reduce greenhouse gas emissions, and help curb worsening climate impacts, including more extreme floods, droughts and sea level rise.

Cambodia has committed to a 27 percent reduction in its climate-changing emissions by 2030, 16 percent of which will be achieved by promoting clean and more efficient energy.

However, to scale up solar and other power, Cambodia must create a more welcoming regulatory environment for investment in it, said Pheakdey Heng, a founder of the Enrich Institute, a Phnom Penh-based think tank.

That might include everything from providing greater transparency in issuing and revoking energy licenses to removing barriers to adopting solar energy, adopting energy efficiency standards and providing tax incentives for clean energy use, he said.

The Blue Circle to add wind power to Cambodia’s energy production

Energy security is Cambodia’s next burning challenge. But The Blue Circle Chief Executive Officer Olivier Duguet has a novel solution to fix energy security woes in Cambodia.

Wind energy is another option for resources-rich Cambodia, he said.

Duguet said wind energy can complement other cleaner renewable energy such as solar and hydropower, which is vital for the Kingdom.

“Wind energy is not only for rich countries or countries with a big population. It is suitable for countries like Cambodia. It is affordable, stable and can complement other energy sources,” he added.

Countries with similar gross domestic product per capita in Africa or Asia have already more than 150MW installed of wind capacity each (Senegal with 158MW and Pakistan with 792MW), he said.

Cambodia has come a long way in energy transformation – shifting from dependence on diesel and heavy fuel about a decade ago to a different energy mix – hydropower and electricity from coal-fired power plants.

For instance, in 2011 diesel and heavy fuel oil produced 89.2 percent of the country’s electricity needs, but it felt drastically to merely 8.7 percent by 2016.

Today, electrification program nationwide has been successfully implemented covering about 70 percent of the country.

In addition, the Ministry of Mines and Energy has set ambitious targets.

All Cambodian villages to have electricity supply by 2020 and by 2030, at least 70 percent of households will have access to grid-quality electricity.

Despite the achievements, industry experts are calling for a balanced energy mix to ensure there is sustainable energy supply to meet the country’s power demand which is expected to increase due to rising population and growing economy.

The country’s energy mix is not balanced, as there is over dependence on hydropower, which makes up roughly 47 percent of the energy generation, while 19 percent of electricity is still imported from Vietnam and Thailand.

Cambodia’s solar regulation

On january 26, the Electricity Authority of Cambodia (EAC) enacted for the first time a solar generation regulation. The regulation is a new driver for the country’s solar photovoltaic (PV) system development. The solar generation regulation has elevated the regulatory framework in Cambodia with a foreseeable positive impact to its future solar PV development.

Having six to nine hours of daylight on a daily basis, the solar irradiation in Cambodia is recorded at 5kWh/m2/day.

Despite having such potential, Cambodia is still dependent on imported electricity which accounts for 36 per cent of its power generation last year, which is an increase from 2015 and 2016 (26 per cent and 23 per cent respectively).

Role of Solar PV in Cambodia
Prior to this regulation, the Cambodian government has successfully increased the country’s electrification rate from 36 per cent in 2013 to 68 per cent last year through consistent implementation of the ‘Power to the Poor’ programme and solar home systems.

With the lowest tariff bidding scheme (as stated in the World Bank’s Private Participation in Infrastructure Database), the first 10MW utility-scale solar power was built in Svay Rieng province in 2016 despite having no incentive – in the form of a feed-in-tariff (FiT) scheme – from the government. The price for this electricity was approved at 9.1 cents/kWh (Taiyang News, 2016).

JinkoSolar Holding is to supply solar modules to a 60MW project in Cambodia under development by local outfit SchneiTec Group.

The project will comprise 200,000 units with installation work to kick off in January.

Commercial operations at the project are expected in December next year.

Electricite du Cambodge will buy electricity generated by the solar plant.

JinkoSolar vice president of global sales and marketing Gener Miao said: “The region's booming population, strong economic growth, and abundant sunlight represent an exciting opportunity for solar, as well as for JinkoSolar.

“This 60MW solar installation is just the first step towards an abundant and vibrant renewable energy future in Cambodia.”

Cambodia’s renewable energy supplies to grow

The Kingdom’s renewable energy supply is expected to grow as more solar power plants are being built and new investors express interest in the sector, according to the Ministry of Mines and Energy.

Ministry spokesman Victor Jona said on Thursday that following Singapore-based energy provider Sunseap Group establishing Cambodia’s first large-scale solar farm, more investors have been showing interest in solar energy.

He said that last year the ministry signed an official agreement with SchneiTec Group, a joint venture between Cambodian and Chinese investors, to build a 60MW solar power plant in Kampong Speu province which is expected to begin operating later this year.

Jona said another solar power plant in Kampong Chhnang province is expected to begin construction this year after receiving technical assistance from the Asian Development Bank (ADB).

“ADB has completed the feasibility study and prepared bidding documents, and is planning to open for bids next month [February],” he said.

According to Jona, many investors have approached officials about the possibility of investing in solar energy, but they are only in primary discussions and there is no official approval yet except for the three aforementioned projects.

Great news. Solar power plants should be the way to go for all sunny countries. I hope they don’t focus too much on wind power plants as they are harmful to the surrounding environment.

Cambodia Solar Farm to Supply 20MW

Phnom Penh (FN), April 4 – The 60MW solar farm in Kompong Speu will produce 20MW during the dry season, Electricite Du Cambodge (EdC) Director-General Keo Rattanak told Fresh News on Thursday.

Director-General said the solar farm could produce higher capacity but it could only supply 20MW due to the rain.

The next 200MW solar farms will be built in Pursat and Kompong Chhnang province, while the USD 12 million solar farm in Svay Rieng province, built in 2017, already fed 10 megawatts (MW) a day into the national grid.

Cambodia Announces Hydropower, Solar Projects Amid Widespread Electricity Shortages

Cambodia’s government on Friday approved a hydropower dam and solar energy plant projects in a bid to ease the strain on the country’s electricity grid, which has been unable to meet supply demand, leading to nationwide outages over the past several weeks.

In a statement, the Council of Ministers said SPHP (Cambodia) Co. Ltd. had been approved to invest in an 80-megawatt hydropower dam in Pursat province, while Cambodian firm SchneiTec Co. Ltd. was given permission to build three 60-megawatt solar energy plans in Pursat, Kampong Chhnang and Kampong Speu provinces.

The U.S. $231 million hydropower dam will be built as part of a 39-year concession, while the solar energy plants will each cost U.S. $58 million and be built as part of 20-year concessions, the statement said.
