Unfortunately, many of them don't, and nor do the governments that should be helping.,,, I'm sure the Okhnas can poney up a bit of cash from their offshore accounts to help their fellow citizens.

I havent looked at it but it probably doesnt have enough buyers and sellers to have competitive prices. its only in the last year or so that localbitcoins has gotten competitive enough to be usable in Cambodia

I've used it to cash out maybe 20 times.
Flawless, fast and anonymous. They buy around $200 below spot and sell $200 above spot.
Only $1000 per time whether cashing in or out.

$5 million will be designated to help restore the economy while the remaining $2.5 million will go to the Kingdom’s health sector.
That's 11 million from the US since the beginning of the virus. I imagine without looking into it there not on their own, China we know have been supportive. I would suspect that they have too be the ones also to gain with generosity.

Even most of the FIAT on ramps take 5%, whether through card fees or processing fees. But most of those cannot be used legally in Cambodia.
Similarly, the crypto debit cards are 5% fees plus local atm charges too. Again, cannot get one with a Cambodian address.
$200 below spot, assuming $10k btc is 4%.
As I only convert to BTC for cash out anyhow, I don't mind a little fee, it's all free money anyway.
