Correct. The blue is the hot or line or mains voltage. The brown is neutral. In many cases it doesn't matter, this case included. However, in this case there is a tiny safety advantage in wiring the center tab hot and the outer ring neutral. LOL I just checked and I've got it backwards. Brown is hot to center tab and blue is neutral to outer ring or screw threads for the inkling of a safety advantage.

Could be, but modern-day stuff looks like that too. Cheap ceramic casting, good insulator.

It has a CE logo so it's obviously not very old: it just has that ancient look about it.

Oh heck yeah. Primitive tech that hasn't really progressed since the 1920s. No real need to though.
