have any forum members bought a cheap smartphone ( recently for less than 100 usd) in phnom penh that has worked out and they would recommend ? and what is going rate to hire local to spend 4 hours a week shopping for me (groceries, markets ,ect) ? thanks in advance!

I have seen this on sale (but have no experience with it) but it seems like a good deal for $79. Only Android 5.1 though.

Bought a Samsung Grand Quattro a while back for $28 at Toul Songe Market. Its a second hand but genuine phone. I reflashed the firmware and afterwards it updated from the Samsung site ok. I think Psar Songke is probably the cheapest place for phones if your looking for cheap second hand or knock offs.
