‘Single Status Declaration’ (or Letter of Confirmation of Marital Status)
Also called Non-impediment Cert

As Epidemiks stated, the individual needs to apply for the 'certificate of celibacy, widowhood or divorce' (that is the actual name of the document) from the Sangkat where they are registered. Ensure they take along their National ID card, family book and/or Carnet de Residence. IIRC the fee to obtain this document is 5000 (or possibly 10,000) Riel.

No, the spouse does not need to accompany the Cambodian applicant.

Thank you kindly sir. :hattip: Our intention is to marry in Kuala Lumpur. It so seems the least beauracratic hassle. Can do an Express marriage within a week.
EZ to get to. Two hours from PP. No visa neeed. Accomodating natives.
We did the DD while there last week. I hope!.
I still must go to US Embassy PP for an affidavit declaring elligibility to marry. Or so that is my understanding. Not so many hoops of fire all in all.
