The place is called Phnom Penh Sellers? And it's near Independence Monument? Should be able to find that! :D

There's a small plant nursery place on St 392 outside Boeung Keng Kang High School, just west of St 63. Not far from BKK Market.
No matter how much it rains, the dirt never washes away.
