What does it mean when a cop says hello?

What does it mean if a cop says hello to you out of the blue? Two of them were sitting at a cambodian style sidewalk cafe near Sorya market.

One of the ones in blue. Not the motorcycle cops I see wearing olive green.

I have a feeling it might mean they are gearing up for a shake-down. The logic would go like this: for the privilege of being in our country, you have to pay us off from time to time.

Has anyone heard of this? What would be the best response? Leave the country? Stop using deoderant?

Maybe just say 'hi/hello' to them as well? I know it's a crazy thought, but I see no reason to be all paranoid about it, many people are just friendly here.

Regarding the predictable cracks about paranoia when just lack of information is the issue, we have reason to be wary of all contact with government officials who are both incompetent and corrupt.
