But best for him to ask the NGO he will be working for, they usually have someone in the organisation handling it.
The link is good for a tourist visa. Did not see EB visa on there.
The only visas that can be applied for online in advance, are the e-visa which is the electronic T-type (Tourist) visa and is not to be confused with the E-type (Ordinary) Visa.

The other one is the D-type (Transit) Visa.

No other visa types, and no Extension of stays, can be applied for online.
