Sights are subjective. people have different tastes and interests. For some people the availability of cold beer is the most important requirement for a day out and all these places may be lacking in that respect

Outdong is average, Bati is ordinary. Both have beggars in profusion. There is a guy at the Indochine in 136 with a RAV4 who knows the ropes for the boats.
Went to Phnom Da a few years back. I was really impressed with the museum. It's small but quite well maintained. Much better than some of the larger museums I've been to in Vietnam and Laos.
Even when a person is not there, the water flows.
