As I have shown according to both IPA and UN it is b. I don’t know which standard you think you are using. At least it is clear that you are not spelling it in accordance with the International Phonetic Alphabet.

So you think your (false) interpretation of something you found on the internet is correct, and the entire Cambodian population speaks their own language wrong. If you even do more research on the internet, you will realize there is more to it.

As I've observed previously the p/b sound is somehow both and yet neither. Even the dictionary I have uses 'pb' to express it. Try not to lose any sleep over it.
