I am actually not sure if they talked with him for where he should drop 4 of us ( in one place together or in various places). I didn't involve in organizing the taxi. The Aussie guy we shared the taxi with did. I guessed they might didn't talk to him about it but with the guy at the agency. Whilst we were discussing together whether we should pay him the extra money. He (the Aussie guy) told us that he used that company quite a few time. Last time he used that company it was the same situation like ours. The driver needed to drop everyone in various places with extra pay. So, he didn't agree to pay him more. PS, we already paid him expensive as it is during khmer new year. The normal price is lower than this.

I, unusually, agree with Richard here... I suspect they meant "anywhere you want" to be any 1 place you want. So driving all over the city to hit 4 different spots, especially on a holiday, would be more... and $5 would be pretty cheap. Just imagine the cost of everyone taking separate tuk-tuks from a central point.

But the Aussie guy said last time the other driver from the same company did the same thing without extra money, so he absolutely didn't agree to pay the extra money. I think the taxi driver was just being greedy. As somebody pointed out above, they don't mind dropping off a million parcels while you wait to get to your destination.

and pray tell, how do you know he has NOT been paid to drop the packages off?

He probably has been paid to drop those packages off. What's your point? Unless he was paid by the people he was driving or informed them ahead of time, then it is still poor service. You're getting less and less coherent.

Unless you clearly agree otherwise beforehand, the price for an intercity taxi includes one drop off in the destination city, not four.

Firstly the agent (as a poster pointed out) was meaning that the taxi could drop you anywhere you wanted AS A GROUP. That's a good deal already as Phnom Penh is quite a big place.
Then the driver asked for $1.33 extra from each of three of you, to act as a local taxi to get you to the three extra destinations. And you refused. That's a very small amount extra to pay for an air conditioned ride. Tuk tuks would probably have cost more.

I have taken taxis with multiple drop points and I've never been asked for more money. I don't know why some think this is an established rule. OP was ready to tip before the taxi driver got greedy, so I'd hardly call him a cheapskate. Most of the time taxis are shared and everyone has a different destination, so several drop points should be expected. Perhaps there was a miscommunication, but considering OP is Khmer and thus speaks the language fluently, I suspect this plays less of a role than usual.

OP was ready to tip? They were going to pay $14 each instead of $13.75, perhaps for convenience. I wouldn't consider that to be a tip.
