Snookyville Power Outages

Anyone have any ideas why we are having daily power outages here in Sihanoukville? They have a 500 megawatt power plant outside of town, how hard is it to distribute the power? Anywhere else, some power authority electrical engineers would be looking for new jobs. I'm beginning to think maybe my landlord hasn't paid enough in bribes to the power authority high-ups and they turn power off to prove a point ($$$). I guess the only answer is TIC (This Is Cambodia.) Kind of goes along with, Why isn't the electricity in houses/buildings grounded? Also, Chinese power plant built for and run by Cambodians (and Chinese). What can go wrong?
