Sim card selling drive men bus from airport to hotel
Arrived in Phnom Penh, when we went to the hotel the bus driver was selling smart sim cards. $ 6. So I bought one along with $ 5 credit. When he was in the room I could not register the sim card with the Smart application. Now I have discovered that it is already registered in someone else's name. What should I do?

What should you do? You should stop buying SIM cards from bus drivers for a start

Throw it away and get a $1 sim with a free $1 credit from the phone company instead

Hahaha! Just cut your losses, nothing you can do about it now. Call reception and ask them to get you a SIM card.

If you have the Nham24 or Foodpanda app, you can order a cellcard sim (delivered to you unregistered and sealed). It comes with a Cellcard 4U package. When it arrives, open it and insert the sim in your phone. Next, because you have no network signal (being an unregistered sim) connect the phone to WiFi and download the Cellcard app. On the app, follow the registration process for the new sim. The app will ask for the sim's phone number and the sim module number (all inside the package). Upload your passport pic and a selfie of yourself holding that passport and it's done. The sim is immediately active. I know as I did it myself.
I ordered this particular package via Nham24 (sold by Chip Mong within the app). Foodpanda also has it. Just search for "cellcard sim".

Thanks for the info. But now I can't register any sim card because the passport has it from the immigration police of the airport and they will give me the document only at the end of the quarantine

You dont know your passport number or have a scan of your passport? In that case, as you still have the Smart sim, you can use *087# to purchase daily or monthly data plans (and make calls). The Smart app is generally there to make it easier for Smart subscribers to manage their plans and to subscribe to services. If you have an account with a local bank or if you know someone here in Cambodia who can top up on your behalf, you can top up the Smart number (even if it is registered under someone else's name). If you do not know the sim card number, dial *887# or *400# to see it.
If you have at least $8 on the sim, you can subscribe to Smart StreamOn which is plenty for the duration of your quarantine:

When I was in quarantine, nham24 wouldn;t deliver a SIM card to the hotel, their system was set up to auto-block orders to quarantine hotels.
The hotel staff would not buy a SIM card for me.
There wasn't anywhere to buy one at the airport.
I had bought one from the bus driver. It didn't work, it was expired or something like that.
