I would choose Siem Reap.
-An airport within reach
-More or less decent healthcare available in town
-No beach, but so many swimming pools to choose from. Don't expect too much from the beaches near Kampot.
-More choice in housing, and much cheaper
-Much more facilities when it comes to shopping, dining and wining
-You will find an English kindergarten for the 3 YO
-Proximity to Thailand
-Phnom Penh half an hour away by air

I personally would not limit my choices to Siem Reap and Kampot. I would also check out other places.

Do you want to be where there are a lot of foreigners?
Do you want a bar scene where you can drink every night?
Do you like nature?

Different people genuinely like different places. You could provide them with your personal top three, for instance, and why those are so good (for you). Explorer never gives anything worth mentioning, always vague references to things or common sense posts

Ahaha... yeah.... because I'd forgotten about the SHV airport is why. Ignore me.
