I would choose Siem Reap.

-An airport within reach
-More or less decent healthcare available in town
-No beach, but so many swimming pools to choose from. Don't expect too much from the beaches near Kampot.
-More choice in housing, and much cheaper
-Much more facilities when it comes to shopping, dining and wining
-You will find an English kindergarten for the 3 YO
-Proximity to Thailand
-Phnom Penh half an hour away by air

I personally would not limit my choices to Siem Reap and Kampot. I would also check out other places.

It is up to each person to decide for themselves.

Do you want a bar scene where you can drink every night?

Do you like nature?

Siem Rep is a BUSY city cause of all the tourists and gets very hot for few months each year

Ahaha... yeah.... because I'd forgotten about the SHV airport is why. :facepalm: Ignore me. Then again, personally, I'm not wealthy enough for flights when they're not absolutely necessary, so depends on your financial situation.
