This is very much so, certainly any sort of skilled labour. Last I saw they were at 40% employment in the SSEZ.
This is a big problem for Sihanoukville. The migrants workers from the most populated worker reservoirs provinces (kandal, K cham, Takeo ? ) are unwilling to come and prefer to find jobs in PP as much closer to their village to which they return every weekend and bank holidays.
Nearly all of the province villages youth, unable or unwilling to work in tourism related job has already been hired by existing factories, to the point that finding daily laborers to do some project on a land has become very difficult even when offering substantial wages.

Yet the master plans for the province development call for tripling the actual population in a very short time frame.
With the current Chinese investments boom, it might lead to massive chinese immigration and risky destabilization of the province sociology.
Lots of Chinese construction workers, at least a few hundred I would guess, are already working on some projects downtown and near the two lions. I'm not quite sure about the larger developments from Sokha to Victory though.

Latest article on the SSEZ (Sihanoukville Special Economic Zone) in the form of an interview by the Phnom Penh Post. Keep in mind that the interviewee is the general manager of the SSEZ, so it is to be expected that his outlook on the future prospects of the zone are optimistic. However, there is information on the SSEZ here for those who are interested.
Established in 2008, the Sihanoukville Special Economic Zone (SSEZ) is Cambodia’s largest special economic zone in terms of size and occupancy, covering 1,113 hectares with over 100 tenants and a 16,000-strong workforce. Developed and co-operated by Jiangsu Taihu Cambodia International Economic Cooperation Investment Co Ltd and the Cambodia International Investment Development Group Co Ltd (CIIDG), the industrial park is a pillar of state-backed Sino-Cambodian cooperation.

The Post’s Cam McGrath sat down with Cao Jianjiang, general manager of SSEZ, to discuss the economic zone’s development.
