I went to ABA bank last week with my friend he need to open account and I was for permanent address in Phnom Penh.

i opened a CAB account with just the 30 day ordinary visa
was very happy with them as although there are few banks, ( unlike aba/acleda, which are everywhere), u could use atms from other banks,(aba/acleda ++) for free, transfer fees were low and the online banking worked fine

editing to reflect the below about ur $$ when u die
I opened a joint account with my better half :-)

a good idea for anyone here that has a better half rather than a sole account, ( unlike in Thailand where ur $$ needs be in UR name only for visa/extension)

my idea is ABA is definitely in on the spy game .. they are … like foxes in sheeps clothing
and foxes in other ways to us .. they keep all of your $$ in the account when you die ..
tell me one instant where someone who died here got money back from ABA bank
if they were the only name on the account , i imagine a spouse would getit if she was aware of your pin number
but they will not “ hold it “ for a minor , even if the minor is named on the account
i can appreciate ABA for what it is , and even if i wanted to close that account i couldnt ,
because there is always $10 in your account that they just keep at the end of the account ,
so if you close it you lose $10 .. so might as well just keep that account for what it is ,
but i am definitely looking for a quiet bank to deposit 💵 for a young dependent
i can appreciate ABA for what it is and definitely it is good for something ..
they were new guys on the block when i opened it staying at a hotel in sihanoukville
( same room for 5 years ) now it feels like they are practically the only bank that exists .

You can not, until the dependent is 18 years old. Before that, it will always be in the name of the adult.

oh really ? that is the policy of every bank of this country ? is that a policy for certain ,
i would think maybe communist countries ? the question is refering to my idea of being spied on
i dont blame cambodia of being communist but i know they have influence here
so i havent checked at the other banks yet , but i did ask the question about this under 18 years old
dependants here recently i would not ever worry about it being his if he was named on my Bank of America account ..

If all u need is QR code payment then can just download app called Bakong (developer by National Bank Of Cambodia). Do not need any document to register there and can pay / receive money by QR in Cambodia.

For unverified account's there's a limit - 500$ per day.
To get money to Bakong wallet u can just show ur QR and ask someone to transfer (e.g in exchange for cash)

P.S. app is not very intuitive (e.g in the beginning it ask user to choose bank and some people think it has to be bank they are registered in but is not true user can choose any bank)

If opening a proper bank account proves difficult without proof of address (I'd still try the ABA head office, they should know their own rules which are posted on their website), you could try getting a Wing wallet. I got mine when I had nothing more than a tourist visa, they're probably still more relaxed.

Their app can be used for QR code payments as well. Nowadays I mostly use ABA, but Wing has always worked well for me, too, so I'm keeping it as a backup.

Yes, but the legal owner is the registered adult, not the kid.

It's generally referred to as the Age of Contractual Capacity, many (if not most) countries have it.
