Only available to Japanese, Sth Korean and Chinese passport holders. There are a few different Visa types that are only available to them, which I've explained in other threads.

It was fact that the agent would ask for a dollar for not submitting your photo, but now it seems the elusive photo is a must.

Adding to this, but I don't want to add a new thread on the subject! For example, any reason you are asked to remove your facemask you add yourself to risk, such has taking a photo. I went to the bank yesterday too withdraw some funds, there you are asked to remove your facemask for a short period. Then I had to see another person to change my phone number and setup mobile banking, the amount of times I was asked to remove my mask for the teller to take my photo was unbelievable. I was then asked to go to one of the girls at the reception desk for her to connect my phone to the service, here I found myself moving backwards and forwards to give myself social distance from other customers who had no regards for such.

The masks you see everybody wearing do fuck-all as it relates to the virus anyways.

I understand that the surgical and plenty of other masks have too large of a weave to put it simple, so the chance is the virus can pass through being smaller then the gauge, but ether way, it still offers some protection, and little is better then none at all.
