Search on: "free photo editor" and you will find plenty.

If you use Linux, there are more free apps than you will ever have time to use.

I use Linux Mint Mate.

This is an entirely different operating system, which you can use instead of Windows.

There's a free photo editing software called Gimp. I tried it one time, it can do quite a lot of stuff but I find it really awkward after using Adobe software for 15 years or so. To be honest it shouldn't matter as your imagination and vision is what's important, the tools less so.

^^^ As above. I was going to say GIMP. It's free, open source and has plenty of tutorials on Youtube.

Edit: and it runs on Windows and Linux.

As others said, gimp. It's open source and more capable than photoshop. Gradually becoming an industry standard, learn it now to stay a step ahead.
