Paypal is issuing ATM cards ??? With Pin code and so on ??? If yes, do they mail such a card to Cambodia ?

Yes they are, but no... you need it forwarded from your home country.

So if you have a Cambodian bank account and a credit card from that very bank account it wouldn't work, right ??

I spent countless of hours over this. Fact: You can not withdraw money using your Cambodian bank account from Paypal regardless they are locally or foreign owned.

It costs me around 8 bucks every time I withdraw money from my foreign ATM card excluding the exchange rate. It sucks, but there is no way around it.
