I don't live in Phnom Penh, partly because it's all a bit of a dump. It's the capital city of a least developed nation why would you expect to rediscover Paris there?

I think that the majority (if not all) of this forum's users aren't smackheads simply because they can still afford computer access. Smackheads have a way of quickly dwindling to nothing in the wallet department.

Whoever said there used to be MORE heroin here in the past was incredibly wrong. It is flooding the city, now the main transshipment point in all of SE Asia. A decade ago a gramme of #4 was $100 to $120 US. Today it is $20, though buying off motodops etc will never let you see those prices. Street 172 and Street 19 in the late afternoon and evening is the nexus of the same seedy motodops that used to be part of the scenery on the Lakeside. Just do your due dilligence just as you would in the US and UK and you will be OK.

The best place to score in this region is Mong La in Myanmar. The Burmese military and police are unable to really go there because a local warlord with tries to China runs the town. You'll need RMB because it is the de facto currency, but you will find what you are looking for.
