Like others said, old scam. Not an NGO. Just scammers. Probably the same group of Filipinos that run the other 'disaster relief' scams. Same basic routine.

They, the Filipino's, work this scam along 2nd road in Pattaya, most often found at McDonalds in a busy tourist area. They come through about every 30 min. as of course the crowd changes. I've seen people give money. They do remember who doesn't give as don't come back to said table. I've asked to see their peddlers permit and tits to no avail. It's built on false promises made in the Philippines, "sales job" and the usual follows(hold their passport and return tickets) except they aren't the young naive females so often exploited in Japan and Korea. Most average about 30 years old and while desperate don't look like potential prostitutes because the Thai males as I've reminded you in the past, like teenagers. Farangs around Pattaya just go to Angeles City for their jollies with young Filipino women and low prices. These workers are sort of caught in between.

I experienced the same scam last night while eating soup with my girlfriend and her cousin at the Golden Lion roundabout night market. A woman approached our table with a save the children envelope in her hand asking for us to donate. She asked my girlfriends cousin first. He waved her off. She asked my girlfriend next and she said no. My turn. I also said no and (can you believe it?) she just kept staring at me and repeating the question! The Khmer's at the table each got asked once and the Barang kept getting pestered - strongly suggesting that I was the real mark and my Khmer companions were asked solely as a pretense. My girlfriend got embarrassed and quietly asked me to give the woman the 2000 Riel she knew I had in my wallet. I told her what I was thinking: "How do I know she's not just going to keep it for herself?" I told the girl no more firmly and that earned me a scowl and a parting shot of "You come to Cambodia and no care about poor children you greedy westerner." Her unprofessional persistence had already aroused my suspicion but the parting shot comment about me being greedy confirmed for me that she was a scam artist. Later my girlfriend mentioned that the girl was a Filipina. She could tell by her accent when she spoke Khmer. I have no problem giving to outright street beggars when I have some small bills but posing as a person helping children to play off of the pity and good will of tourists is disgraceful.

I have one word when a beggar asks me for money. The answer is 'NO". When I was learning about Islam in Islam 101 in Cambridge MA which is a small city outside Boston which is the state capital of Massachusetts in the USA. I had asked him whether giving money to beggars is considered giving Zakat or alms to the poor. the Imam said it was not. He said Allah takes in consideration the intention of the act. Zakat is meant to be given with the intention of assisting people who are in need. When I give to beggars my intention is to get them to stop bothering me and to go away. Therefore Allah does not consider my intent genuine so does not value this act. Despite being a Catholic I started adopting this way of thinking which makes it easier to say no. Plus I am aware that many beggars are parts of syndicates who are using disabled and poor children to prey on my sympathies. It is my belief if you want to bring people out of poverty it is better to start a business with the intention of providing decent salaries to pull people out of poverty. If we are able to pull people out of poverty you will find more and more problems in Cambodia will disappear, Corruption would begin to disappear, fewer women will get into prostitution and the nation as a whole would have a higher standard of living.

A woman approached me in TTP a couple of days ago with a money for the children envelope. At first I took the envelope not realizing what it was and started to walk away. Then she stopped me and asked for money. I just said no. I think she was Filipino.

I had some woman ask me for money in a bar and later in a restaurant then in a shop but it was the same bloody woman. I kid you not!
So she kept asking then our kid just told me to give it to her and she thankfully went away. Really annoying.
I guess next time I’ll give it to her before we leave the house.

You’re there for maybe 20 mins and you’ll get maybe five or six beggars. Now multiply that over a working day.
That’s a lot of repeating yourself and messing around.
