Not new, although in my experience it's Khmer women running this scam in the food market behind psaar TTP. They don't put as much work into it as it sounds the Filipino girls do, and get pretty dark when you don't pay up.

Some of these Filipino pretending to be NGO went to ELT school one day, With security and locked doors, I did not understand how this guy got in. He started introducing himself from certain NGO but then I knew his accent and the way he smile... Pinoy! and I asked for his ID , It was a blurred scan of something. and
so I told him to leave . and told everyone in school and students not to hand any donations.

It is always nice to share but not with this people who gets our $1 and pockets it.
abusing the cambodian children for their own benefit.

They should be deported.....

So let me get this right. Low level financial fraud should be met with violence but cultural fraud (proselytizing) is perfectly ok?
Proselytizing is illegal in the Kingdom, Digg3r. Check your PM.

As I used to do in the US when approached and asked to contribute money, I ask for a card or address and tell them I will investigate the organization/NGO. If it was/is on the up and up, and looked to help, I sent/gave money, always asking for a receipt for tax purposes.

While poverty sucks, its very easy to get used to (NGO) handouts and some (most) are only there to serve the people managing the NGO.

Simple solution: Never ever donate anything. Not one penny. That would kick all these NGOs, whether legitimate or not swiftly out of business. It would force people and politicians to think and work to make Cambodia a better place.
