Ok, first of all, I’m sure this has been asked and answered plenty of times. But, please err on the side of grace if I annoy you with an already stretch3d out and over asked topic.
I am planning a trip to Battambang. I will be there about a year, and I already know the expenses I will need to be prepared for while there.
However, I wanna’ do a month in Phnom Penh. A friend of mine already told me of a guesthouse, Long Thai Ly, said it will be about $12USD per night. For approx 30 days, of food, and yes drinking money and whatever else happens on riverside. How much am I looking to be set back? I won’t drink myself into a coma every night. But, would be loose and wanna enjoy my time there.

If you're eating out and want entertainment every day then $40 a day is probably a low ball. SO FLB's would be a minimum budget.

Your diet would have have a pretty big impact I think. If you're happy eating the local rice+soup or stirfry or noodles you can get by on 6$ a day but if you're used to feeling full after a meal and having a more western amount of protein you could easily spend 6$ per meal at one of the cheaper tourist oriented restaurants- that's not at all extravagant and still not a huge amount of meat- so 18$ per day + accom only leaves 10 per day for beer and miscellaneous.

cambodia- it can be as cheap as you want to make it, or just as expensive as the west, its all down to you bro, i can get by on $5-10 a day, or i can blow $2-300, its easily done

It all depends on how you want to live, and/or enjoy your time in Phnom Penh only you can answer that question for yourself.
Hotel $12 that is certainly possible since you have been recommended, but in many cases that don't give you a lot for your money. 2 to 3 star guest house, it maybe an idea to raise the odds and start as you mean to go on, having a little comfort goes a long way, $20 will give you all you need and a good nights sleep, and the afternoons when you may just want to chill out in your aircon-room, LCD TV, fridge. Room cleaned daily with fresh bed sheets, cool drinking water and replenished bathroom/shower essentials. You may also want to set a little money aside to stock up that mini-cooler with drinks of your choice and a few nibbles. It's also worth looking if you gain air miles if your flying in over here, I had surprisingly 4 nights free accommodation split into two luxury 5* hotels in the city.
So it's down to your budget of spending monies, it really depends on you and how you yourself want to enjoy your months stay in Phnom Penh. Sightseeing, there's plenty to do if you wish too, think if you would spend monies on a tour or guide, or do it independently. Ether way you will need to travel around the city, you may walk (free) hire a bicycle or moto. Or go via tuk-tuk, so a small budget here for getting around.
Members have given you an idea of costs, not sure if the room price is included in the daily budget. Again it depends on what you want to do, and how your going to go about your daily needs, how many meals would you eat per day? myself I can get by with one good meal in the cool of the evening, possibly a lighter snack in the daytime, but drinks to keep rehydrated in the heat of the day.
So if you stay in the hotel you mentioned at $12 per night. frank lee bent gave you a rough guide of $40 per day, if we say your hotel cost is included in the amount that don't seem a lot at $28 per day, leaving the possibility of many combination's of your daily spending power, lets say 2 good meals and 16 happy hour half dollar beers mingling with possible expats and tourists, maybe at a lady bar, looking at the young fine goods on offer only on the tight budget. Then possibly pissed or a least blotted walking back to your bed. But remember it all depends on how you budget, you may just sight see, taking life easy, not splashing out on extravagant meals and drink less beers if any, it's possible to save monies, then one night in the lady bar you may not be going to the hotel alone. Also on that point, make sure the hotel/guesthouse excepts nightly guests, some do not. That then adds cost to the budget paying for another room for your pleasure.

The experienced Jamie on the other hand would charm is lady friend's I'm sure, enjoying his stay, but possibly not on a budget of $1200. $360 hotel for the month, $5 to $10 per meal if again eating alone, and $10 per day for drinks of your choice.
So what you would do and other members, on a stay in the city maybe good advice on what you can expect for your monies needed per day in Phnom Penh. Advice could be stay in a $7 fan room right there on 136 street if you would like lady bars, coffee and cake at the small super market type for a few bucks, (like Pander and ABC bakery). A stroll down riverside or the markets and shopping malls with aircon. Grabbing a odd cool Coke or Angkor for half a buck on your wonderings. Rice meals and so on can still be found for $3.
Outside the lady bars now back on 126 street you can grab a Kabab for one to three dollar depending what size you fancy. So what's the budget with room at this rate! Room $7. Morning coffee snack $3, midday meal and 2 drinks $4, evening meal and 2 drinks $4. Leaving you with $22 and it's a gamble if you going to the hotel alone. but put them bucks in your pocket, for tomorrow with doing the same, now with $44 things are looking up.
