I would wait and see, OP. This might take a lot longer than you expect and after this crisis things won't look pretty in Europe but it will be pretty grim here as well, probably worse than Europe. For instance, my kid has not gone to school for five weeks now, and I don't expect schools to re-open until at least October 2020. Maybe even later. That is, if the school will still be in business by then. No 2,000 billion support plans from the government here. Just plain capitalism.
Things seem normal now, despite all of us locked up in this country (or even in our districts for the last week), but the season is going to change in a month or so and I'm actually pretty worried the change of season will change the way Cambodia will be effected by the virus. Actually, the current situation is simply too good to be true for a country like Cambodia.
Let's hope it stays this way and I'm wrong.

Buying a property in partnership with a Khmer friend? Whatever you think, you will never really have control over the property and you should only spend what you can afford to lose.

Thanks to everyone for the insightful comments. I think schooling post-high school is a concern as is the future cost and location for universities. Most importantly though would be the economic fallout from what's currently going on. With any luck Cambodia will scrape through but the long term prospect of massive reduction in tourism and thus local employment is a big concern. It's great to get this advice, we're certainly not packing our bags just yet..

I'll just add that when I mentioned schooling, I was also referring to even getting into post-high school. If many university degrees here aren't far off from a HS diploma in a western country, what does that say about a Cambodian HS diploma and then trying to get into college in a western or comparable level university? And if your child gets in to a good university somewhere, the potential of the entry level classes being based on a higher level of learning and struggling to catch up in those classes? Just something to think about. That's all I have. Good luck if you decide to move here. Hopefully things won't go Too badly and we'll all be functioning happily in six months.
Do you think the parents of baby boomers whined so much when the boomers started changing society? And yet the whiney ones like to call young people "snowflakes." Hmm...

I think SR is your best bet and when the time comes you can send your youngsters abroad for schooling..or perhaps by that time it will be adequate here.
