PSD will have good advice. But it has been a condition for many years. We could just say it was relaxed.
Always "hope" but never "expect".

That's a pretty close observation - it was relaxed. And the current standing agreement (at least, the last thing heard) is that you can offer some dodgy letter of apology to the Ministry, and all is forgiven, as long as you're paying for a WP now.

Most who I know whom have just got WPs went through immigration and where fined for the years they did not have one. But the immigration would give them a official receipt for the first fine on application. Then when you get your receipt for the WP to pay at the bank (due to immigration not handling cash) the years of fines would be on there to pay in total.
Always "hope" but never "expect".

And that to me is completely legit - if Immigration hand me a fine (whether I think it's right or wrong) then obviously I will pay it as part of the expense of living as a foreigner in this country. The point in my OP is that the agency appears (strongly appears) to be trying to scam 50% of the cost of WPs for previous years from me - see the comments about "no receipt". However, as usual, other posters (not you) would rather mock than read what is written.

I would say try to make the time to go to immigration, Or wait for them to come to you. At least then it is all legit.

They were never even close to being my favorite agent. Tried them twice 10 or 11 years ago. Never again.

I understand. I think many people prefer to use them as they clearly have friends/family within Immigration who can fix most things, even things that are supposedly unfixable. They've gained reputation on that, but today was an eye-opener for me.

Why is everyone associating Work Permits with the Immigration Dept? They have nothing to do with WP's, it is the MoLVT, and any fines for previous years will be paid to them.

As to the rest of the thread, I've only really skim read it as I'm too tired, will read tomorrow and see if I can offer any useful advice, highly unlikely though.

No, it hasn't. Not for me at any rate, nor for others when we've had the conversation over the years. I have never paid upfront for a visa in Cambodia before. I have very rarely given agents a small deposit of 10 or 20 bucks. Some of the good agents will allow you to pick your passport up months later and pay them then if you are short of cash. There really is no excuse for not having a visa here.
I go next door to them now, and pay when I pick it up - as per usual. Why are you handing out bad information? Or were they always that bad to you?
