And you don't need anything from Cambodia except a passport and neither of you have to be in Hong Kong for 15 days before the ceremony so Hong Kong wins.

You might as well just marry here, that way her family can attend, because neither marriage will be valid in the eyes of the authorities.

Can’t get married in Singapore as a foreigner to a Cambodian.
Embassy won’t sign or notarise single status certificate, which the Sangkat dont issue anymore.

HK is the only option and even then it won’t let you get a Cambodian marriage licence.

Maybe, iff you earn >=$2500 per month and are under 50.

Still won't be without the proper paper work and approval

Find someone with the same name as you, or get someone that is under 50 to change their name to the same as yours ,, get them to marry her
Spoiler:

Then kill him at the after wedding party
Cambodia,,,, Don't fall in love with her.
Like the spoilt child she is, she will not be happy till she destroys herself from within and breaks your heart.

Sorry, but Sangkats do still issue the "Certificate of Celibacy, Widowhood or Divorce", as this document is used for purposes other than just getting married to a foreigner.

The issue is, like you said, Cambodian Embassies abroad, and even the MoFAIC in Cambodia, will not notarise them for the purpose of marriage abroad.

There must have been a huge amount of older guys coming to Cambodia to marry younger ladies for them to change the law a while back. I know the target was other Asian countries but clearly reading this thread old Westerners were part of the issue as well. Clamping down on the underage and overage weirdos is a good thing. I would hope that anyone trying to export a girl to avoid the law fails but there's clearly a lot of good advice here on how to try and succeed.
