By out of country do you mean teach english to Khmer in a different country, or source a job from a different country and then come and teach english in Cambodia in an international school?

No, you can walk straight into ACE in PP and they pay that range.
I imagine some others do too.

I mean the international High schools hire teachers to teach from outside Cambodia, ur paid more PLUS a r/t ticket home each year
NOT just teaching english but all subjects

never heard that. if so why are so many teaching for $10-12/hour?
seems if that is so, its worth getting an online BA / BS degree.

with a degree and a celta as i mentioned above
tefl and no degree gets you 11-12
i was just offered 1200 in BB SR or PP for 25 contact hours.
not looking for work and wholly unqualified.
friend did an online 120 hr course and was immediately employed in PP, now moved to Kampot- 1200 a month for a 48 hr 4 day week

$1,200 is NOT $2,000-$2,500
and a 48 hour week for $1,200/month is NOT $20/hour BUT only $6.25 LOL

it is ACE I am talking about that pays the higher range. They require a celta and a degree.

The upscale international schools don't care about CELTA / TEFL or similar that much, they care about an internationally recognized teaching license, actual teaching experience in their field of education, probably licenses for multiple subjects, and maybe a clean criminal record much more. Without those, they won't hire you. If you have all those, meet their needs, and don't have a CELTA / TEFL certificate I am sure that can be discussed.
They won't hire you when you walk in, but the will run a procedure for applicants choosing the person suiting their needs most. If you arrive in Cambodia with a CELTA / TEFL you will operate in the 10-12 USD per hour job market, and it seems that market is pretty much a buyer's market nowadays.
