Khmer mother exiting PNH with her barang baby

She is the mother. Barang father not travelling with them. Both on Khmer passports.
Any issues?

My wife did it several times, last time less than two weeks ago, without issues.

Why would there be any issues if both travelers have passports?

It depends on where they are going. Some countries require a consent form for a minor traveling with only one parent.

For exiting Phnom Penh airport it doesn't matter

I took my kid to Europe without the mother last April, route: Phnom Penh -Istanbul-Amsterdam. Only in Amsterdam questions were asked. Because my kid could answer the questions satisfactory no documents were asked but I brought written consent.

In Phnom Penh they didn't care, they just asked where we were going.

My kid's dual nationality. When we left Cambodia my kid left using the Cambodian passport, I used my European passport.
Not same, but no problem.

The issue with a Cambodian mother travelling with a child born to a foreigner, is that usually the child will have the father's surname, and Cambodian women don't usually take their foreign husbands surname (even when legally married), therefore mother and child will have different surnames in their passports, regardless of whether Cambodian or foreign passport.

It is advisable to ensure that the mother also carries a copy of the child's birth certificate and Family Book and/or Carnet de Residence to prove that she is indeed the mother. To be on the safe side and to ensure there no issues at any stage of the journey, it is also advisable for the father to write a letter of consent, with a copy of his passport attached, it takes no effort to write.... it is better to be safe than sorry.

(Note: my wife has travelled out of PNH alone with our children, she carried all the above documents and consent letter from me, but was never once asked to show any docs proving she was the mother, which is quite scary to be honest!)

Also, as @John Bingham rightly pointed out, it depends on where they are going, some countries require a consent form for a minor traveling with only one parent, so check the destination countries requirements for entry and exit.

According to my experience border control might ask a question, like 'where are you going', 'what will you be doing there'. If the kid can answer these informal questions in a satisfactory way using the local language they assume it's ok. If not, be prepared.

I, or my wife, have never experienced problems on this side of the track, even though we always came prepared. On the arrival side (Europe) there might be checks or there might be nothing (Thailand). In Thailand's defence, my kid has travelled to to Thailand many times with both father and mother) before we tried an entry with only father or mother. They probably have a record of all already.
