I don't know about these new digital meters, but what I've often done is to get a bamboo pole and stand on a chair or small ladder, you can usually poke the meter covers open and flip the switches on the breakers.

I've got a ladder which will get me close enough - I'll let the EDC do their thing tomorrow, and then see what the story is.

They do but only a half day, I think.

In my previous job I dealt with them a couple of times on a Saturday and it was always in the morning as I believe I was told they don’t work in the afternoon.

They are a very competent company. People often curse them when there's a blackout, but these are becoming much rarer. The company has to struggle to deal with the rapid expansion of the city and consequent demand. They have also managed to tag the waste collection bill on to theirs, if they didn't I don't think CINTRI are capable of collecting. You can cut off someone's electricity or water and they'll be on the case to get it reconnected in the morning, the same doesn't go for garbage collection. The backstory on how they got to where they are now is very interesting. In a nutshell, back in the 90s there were people who paid their bills, and certain powerful individuals who told the bill collectors to fuck off.
This resulted in some "incidents".
The one that stands out is when an EDC employee called on the police commisioner's house. I'm not sure if it was to collect on an unpaid bill or to cut off the power. Anyway, one of the chief's goons came out and shot the poor guy dead. It wasn't just that incident, which came up a bit later, former Phnom Penh police dude Heng Pov is currently serving multiple life sentences for all sorts of shenanigans. The story of how PPWSA got it's act together is equally interesting but not as violent as far as I know.

Would make for great reading. So much happens here that reads like pulp fiction, but you almost become immune to the oddness of it. It's good to stop and reflect on just how weird this place can be - even the more recent assassinations that are bragged about publicly, or the hand-grenade being tossed near Toul Sleng, almost seem "normal".

Segue - we moved into our first house in BT (this is our third) and the Cintri boys had everyone in our enclave convinced that we were to pay them a dollar, weekly. They'd just slam on the door until someone responded, and yell DOLLA until we produced, never wondering whether this was a legitimate request. It wasn't until we started receiving the EDC bill directly that we realised the scam, and got back up in their faces. They threatened to not collect the rubbish, and were told to do what they needed to do (as I took their photos) - oddly, the rubbish got collected.
