As I said schools are closed so if you are a teacher you will have a holiday.
Other businesses are still open. Therefore it is not a holiday for everyone.

I think the no "party" atmosphere ban is for Friday only.

You can bet that a lot of businesses will be closed because workers will bugger off for the day. My brother in law told me that his workers all planned on not showing up from Thursday to Monday. It's an improvement though, usually they don't give prior notice.
