Bars and restaurants are ok to open but there must be no "party" atmosphere, whatever that means.
Source, please.

Norodom Monineath
Norodom Monineath Sihanouk is the queen mother of Cambodia. She was queen consort of Cambodia from 1952 to 1955 and again from 1993 to 2004, as the wife of King Norodom Sihanouk.
Born: June 18, 1936 (age 79), Ho Chi Minh City, Vietnam
Spouse: Norodom Sihanouk (m. 1952–2012)
Children: Norodom Sihamoni, Norodom Narindrapong
Parents: Jean-François Izzi, Pomme Peang
Spoiler:
The Queen’s mother is Lady Pomme Peang
Lady Pomme Peang is the Daughter of Lady Ouk who was first married to Prince Norodom Duongchak-First son of the first king Norodom, but from this marriage, the Queen’s mother-Lady Pomme Peang- was not part of the family.

Lady Ouk married for a second time to Lok Peang.
From This marriage-
The Queen’s mother was born.

The Queen’s mother, Lady Pomme Peang first married Major Oum’s son, Oum Phankeo. They had children but the queen wasn’t part of the family yet.

Then Lady Pomme Peang, Queen’s mother, married second time, to Mr. Jean-François Izzi-He was an Italian origin.

From This marriage the Queen and her sister was born.

The Queen’s older sister is Anne-Marie Izzi-1934
The Queen was born in 1936_ Her name is Paule Monique Izzi

The Queen married to King Sihanouk in 1952, She was 18.
They had Two son.
Eldest son: The current King, King Norodom Sihamoni- born in 1953

And second son His Majesty, Prince Narindrapong(such a cool name in my opinion)- who died in French I think last Year, Heart problem. He was presiden of the Khmer Unity Party.

First King to Marry a Vietnamese Princess was King Chey Chetta.
From This King’s carelessness we lost many control to our territory-like Saigon, we didn’t lose control but it became flooded with Vietnamese warlord and they wouldn’t go away. So they became the dominate force.

The plan behind Saigon was- The Vietnamese use it as a base to train their army to fight against China, it would be return in I think five year.
But the King “mysteriously” died, Khmerkrom people said The king was poison by his own wife.

After his death, the Vietnamese refuse to follow the agreement and stay inside Saigon- Prei Nokor, which is what all Khmerkrom people and Khmer people call it.

Sure is.

As I said schools are closed so if you are a teacher you will have a holiday.

Other businesses are still open. Therefore it is not a holiday for everyone.

"Thursday Kings Mother Birthday celebration", "but there must be no "party" atmosphere."

The last thing they want is a "party" atmosphere at her birthday celebration. That must make for one hell of a boring celebration.

You can bet that a lot of businesses will be closed because workers will bugger off for the day. My brother in law told me that his workers all planned on not showing up from Thursday to Monday. It's an improvement though, usually they don't give prior notice.
