Found a young black winged kite

Hi,
while painting outside, this small guy dropped out of nowhere on me. He is too young to fly (still black eyes) but I wasn't able to track down his nest and although I put him in a cage to protect him from the cat, no parents showed up to care about him (usually they should show up 1 to latest 2h when he calls). Beside that, he is in good condition: Very active, feathers are fine, no wing hangs down. But I still have a problem. First, it is not allowed to keep wild birds in cages here in Cambodia. I do not attend to keep him longer than necessary until he can fly and hunt by himself anyway. I guess this will be just a few days. 2nd: I need contact either to an animal rescue center (e-mail adress or telephone number, please) or someone, who can tell me, where I can buy mice, rats or small (still yellow) chicken - alive or killed short time ago, but complete. This guy needs about 80g of food a day and the gecko population in the close by area got already dramatically reduced since yesterday...
Driving on Cambodian roads is just like playing a classic arcade top scroller. The only difference is a force feedback controller, the limitation to only one life and the inability to restart, once Game Over

Harris hawk Cambodia teams on facebook. Met some of these guys and seem very decent, may put you in the right direction,

Yes, the Wildlife Alliance Cambodia was a big fail. I was talking to them, but they told me, that they can't come because they are busy. Maybe next day. They never appeared. We managed to get the guy big enough so that he can fly (and he did amazingly), but we were not able to show him how to hunt. So we had to continue to feed him, what worked quite well. He came twice a day. Unfortunately the locals believe that this bird brings death, so it was just a matter of time (3 days) until someone caught and killed him.

What a sad end to this story and seems so unnecessary, and also a let down of an organization that is there to care.
