To register a company you need to have a bank account. To open a bank account you must have a long term visa. To get a long term visa you must have a job. His job is the company he's trying to register. To register a company he needs..
Cambodian bureaucracy is seldomly described as normal. It became a catch 22 when work permits became an EB extension requirement.
Perhaps the bank will agree to open an account if he holds an EG visa first, I don't know.

Can open a bank account with a 6 month EG EOS, in some cases even a Tourist visa is sufficient.
Can start the business registration with an EG EOS, once you have business license and tax patent then you can apply for 6 or 12 mth EB EOS, once you have 6 or 12 mth EB EOS then you can apply for the Work Permit.
All pretty simple really

cant u apply for an ordinary visa,THAN get an eg extension,open a bank account, form a company with local partners,
When his extension is up, get hired by his company, get his wp.etc etc
or is this all to logical

The compliance is too costly if doing this for purpose of maintaining a visa.
