The law states that a foreigner can register a first registration motorcycle in the country, meaning it's never been registered before, either it's brand new or a new used import.
I can see the difference in the price of registration, for Khmer or that of a foreigner. But the shop owners have mentioned so, also I would think it is common knowledge, the shop owner could charge you the difference in the price, I would think mostly. So what is the real problem?
Always "hope" but never "expect".
