I guess all embassies are different, but here is the current, latest and unshifting response from the Cambodia Embassy in UK, for the last 6 weeks.
There are only two types of visa available-
-Tourist visa. Which is currently NOT Available.
-Business visa. Must have a business in Cambodia, or work for (with Proof) a business in Cambodia.
It is the current stance (from the embassy) that Cambodia does not have any Other visa type. There is a outright refusal to even Accept or discuss any other type of Visa. ie. ordinary/E or by whatever other terms it is known.

Embassies for some reason call the E ordinary visa (which is the one they issue) a business visa which is incorrect.
You can convert it to an EB EOS once in country, or ER, ES or EG.
You’ll also need the companies tax patent.

My personal opinion. People who are exceptions to the rule, aka courtesy visa, government officials, Khmer, etc., already know who they are. If there are Khmer living in Britain who have been DENIED a Khmer visa by the Cambodian Embassy in London, I’d love to hear about it. Likewise, any high Cambodian government official spouses been DENIED a visa? Sure there would be already complains or news on CEO if that happened.

I've seen posts from members on CEO who have managed to get back to Cambodia, where it appears that they've managed to get a visa from the Cambodian Embassy in London. I'd appreciate it if they could PM me with details of who they have spoken to. Right now, I have potentially 2 months free, and haven't been home since March.
For the benefit of New Kid. I am NOT Khmer. I never was. I am British/Irish. Always have been. My guess is it is the Embassy and occasional skim readers who are most confused by the visa system.

It’s an ordinary E visa that you convert to an EB (business) EOS. Sure you’ll need a letter, tax patent etc but that’s only because that’s the only visas they are issuing at present.

But there’s the 2 week quarantine on arrival.
And many companies are also demanding 2 week quarantine on return from international travel. Is it worth potentially spending a month in quarantine?

The Cambodian Embassy in the UK, as well as the majority of other Embassies/Consulates, are issuing the following Visa types;
- A-type (Diplomatic)
- B-type (Official)
- C-type (Courtesy)
- E-type (Ordinary) - still incorrectly referred to as "Business" Visa by most Cambodian Embassies/Consulates
- K-type (Special) - for Cambodians/ Cambodia descendants travelling on a foreign passport
