I hate to say it , but that $4 one is my favorite , I found ( in sihanoukville) it has the highest amt out ( $1000 ) for $4 .

They are very fussy and only open when the bank is open , I went to one on Monivong last week when I went to Pp ,
They couldn’t get the machine turned on when the bank opened at 8 am
there is one of those MB banks next door I did not try . I use ( Visa card ) UCB for 4$ / $1000 ,

ABA charges $9 per $1000 but your only choice to get a thousand ( max out per ATM per day ) anywhere . All even CAB ( bank I used to use ) lowered thier out from $1000 down to $500 and same charge ( $5 ? ) nobody except ABA let’s you get out more than 1000 a day international. Then I use cash in machine from ABA to deposit and break down the 100’s ..
UCB don’t have many branches ( none in kampot or kampong thom where I am now ) and only deal in amerikan money , no other ..

I’m reluctant to share that information so they don’t influx and raise the fee but it is so low now ! UCB told me they will change the rules in a few months , so the machine works with all cards all the time , so less security, so that is why I’m sharing because I smell a raise in the fee from $4 ! Wow .. it was the best .. get it while you can ..

In the provinces there is often a $200 withdrawal limit.
$5 ATM fee
$5 foreign transaction fee from home bank
$5 in low exchange rate (approx 2.5% less than official rate)
= $15
ie 7.5% - of all my money if i do it that way.
Would not be so bad if withdrawal limit was $500 or more.

Sathapana Bank is free for Visa, but I have been told it has a low maximum withdrawal. I no longer have a Visa debit cards so can't confirm either the limit or if it's still free.

EDIT: the ATM at Mekong River Restaurant just spat out both my MCs with no reason given so perhaps you are right. Or else it's out of order yet again. I have tried the still operating Monivong branch as well as the newer one on Norodom Boulevard road

It spat out my Mastercard and came up with a co code onscreen.
All I see is VISA and JCB I don't see any Mastercard emblem. I guess they outed it recently?

I just remembered which bank was $4 - it was Vattanac Bank. All the others I have tried were $5 or more.

I haven't given up on MB Bank yet. Their ATMs are so unreliable it is probably nothing more than yet another outage.

Low max withdrawal no good , i still get $5 charge from home bank where the $ comes from . So $4 at UCB 3x per month ( in sihanoukville ) , is ( was ) much better than 3 x $9 per month at ABA anywhere . Only other ( UCB ) ATM is in Pp .
I still use ABA locally but is there a cheaper way to get a few 1000’s / mo. Than thru the ATM machine ?
I have the banking app and no big line at the bank here but I just suck it up every month , pay them , and glad to be alive to receive it ..

Their ATMs are so unreliable it is probably nothing more than yet another outage.
I've found with MB bank that Saturday/Sunday/Monday are not good days in terms of ATM's running out of money or needing servicing and avoid those days. More so remote ATMs like the one at the Mekong River.

Often they won't get around to fixing this till Tuesday/Wednesday. Talking about in general as opposed to major outage.

Let’s put it this way then , which bank let’s tou take out 1000$ at a crack .

Only ABA and this UCB ( with lowest rate ) that I know of ...
Looking to find cheaper way than 3 x $9 at ABA every month ..

I should give my card to someone of you guys there and take it out of the UCB for me and deposit to my ABA .. :beer3:

Can't hurt to try the free Sathapana ATM and find out what the limit is then...
