An Australian Embassy note that came with my son's passport today advises the official fee is now $30.

What's this 3 month thing?

We're have a flight booked, but it's past the 3 month window.

We did this in November. As the father is not around and is not on the birth certificate we had to produce a consent to travel form from the biological father. they also said they might require a DNA test to prove she was the mum because the kid looks very white and no fathers name on the birth certificate. That may have been to extort extra cash but we had the DNA test we had done for the passport and the permission letter. We paid $70 to collect it next day as we went on A Thursday. Watch out for holidays and weekends. I am sure someone has to be on duty but you may be in for a long wait or asked for extra fees. Permisison to travel letter cost $50 at the notary with 1 copy in Khmer and 1 in English

I have to type out an apology letter because I didn't get an exit visa before 3 months old. I said I didn't leave Cambodia until now that he's 8 months old. Doesn't matter. Just another back asswards day here.

Also she said most babies won't get an exit visa without an approval letter from MOFA but that doesn't apply for US passports so not a problem for me.

I am going to bring my 2nd son go back Malaysia during coming Khmer new year. Just want to ask: my son now 1 year & 7 months, never go out from Cambodia before, really need to get an approval letter from MOFA before i can go & proceed for the exit visa application?

I have another quick question, I don’t know if you can help. Yesterday when my niece and I tried to leave the country, they stamped my passport “departed” but when they wouldn’t let my niece leave because of the exit visa, I stayed (did not depart). Do you know what I should do? Should I just apply for another tourist visa? Or can I get an exit visa too? I’m worried they won’t let ME leave now.

Just an update on the original post as of May 24, 2021.

Just for clarity, I am reporting on procedures regarding "Exit Visa" and "K - Visa" for Khmer / American child aged 2 years old. (Mother is Khmer while I am US citizen. We have already gotten daughter's US passport and of course therefore have her CRBA (Certificate of Registered Birth Abroad) which she will need to obtain a Social Security number.)

My family and I are set to go to the USA this week. As such, I thought that we would need to get an EXIT VISA for my daughter's US passport (as there was no entry stamp into it as she was born here in Cambodia.) I had then assumed that we would need to apply for a K - Visa from the Cambodian Embassy in Washington, D.C. before returning to Cambodia. (I was wrong, but read on.)

We took these original documents:
1) Passports of mother, daughter, and I.
2) CRBA
3) Birth Certificate in Khmer handwriting from our Sangkhat.
4) Printed birth certificate in Khmer print from our Sangkhat.
5) Original Marriage Certificate from a US state - we got married in the US but returned to live and work in Cambodia.
6) Translated copy of Sangkhat birth certificate from Pyramid Translation (in English - figured we didn't need this, but took it along anyways).
7) Birth "certificate" from Cambodian hospital (which we needed to get her Sangkhat birth certificate).
8) Translation of US Marriage certificate (from translation service that Sangkhat suggested - just on a street near the Sangkhat office.)
9) Two passport photos of my daughter.

We had NEGLECTED to bring:
1) Wife's Cambodian ID Card.
2) Printed Flight Ticket for my daughter.

We arrived on Monday morning at General Department of Immigration near the airport. Reading online (which I know I should not trust the information from necessarily) that the office for Exit Visas opened at 7:30, my wife, daughter and I arrived at the office at about 7:15. We were happy to see a large sign on the outside of the entrance to the Visa building that stated in Khmer, English, and Chinese (so must be fairly recent): "Working Hour and Contact Number for Visa Extension and Exit Visa Services - Working Day Monday to Friday Morning 7:30 - 11:00 Afternoon 14:00 - 17:30 Close: Saturday-Sunday and Public Holiday Please Contact Visa Extension 088-514-2222 Exit Visa 097-314-0999".

However, the office doors did not open until about 8:00 (the phone numbers did not seem to be in service either...outdated sign?

After going through the door anti virus spray and being helped by a friendly guard, we approached one of the two the Exit Visa windows with our documents.

The officer scanned the documents thoroughly, and questioned my wife as to why she had not come to get "the Visa" earlier? This seems to reflect an observation from Kiwi PSD earlier that there is a "vague" requirement to get a "Visa" for (at least) Cambodian/mixed nationality children within a short amount of time...perhaps 3 months of birth.

However, the officer did not give my wife too much of a hard time about this, although he did ask me to email him my daughter's flight ticket, which he then printed out.

At this point, we were asked to sit while he took our paperwork to another adjacent office. My wife was then given an application to fill out for the "Visa". She filled it out, and then we had to wait for about another 20 minutes, before an officer came out of an adjacent office and started questioning my wife again about why she had not applied for a "Visa" earlier. At this point, we were beginning to get confused and kept stating that we did not think an EXIT visa was necessary until we were ready to leave the country, and thus had waited due to Covid 19 restrictions.

At this point, the officer asked my wife to handwrite a letter apologizing for not requesting a "Visa" earlier and asking for a Visa to be granted that would allow my daughter to come and go freely for the duration of the validity of her passport. He also requested that I go make two sets of color copies of all our documents listed above (which I was able to do by enlisting a friendly tuk tuk driver outside the compound who drove towards the airport for about 100 meters, then turned right down a fairly large road and stopped at a print shop that was capable of doing color copies) and that my wife telegram him a photo image of her ID as soon as we arrived home, which she did.

As such, the situation was becoming clearer.

The appropriate Visa to request for a child in our situation is not an "Exit Visa" but indeed is the "K Visa" and we had misunderstood the process, and it had not been properly explained to us. The relatively friendly officers had just assumed that what we indeed wanted was a "K Visa" all along and seemed perplexed that we were asking for an "Exit Visa".

Once we were all on the same page, things proceeded very smoothly and we SHOULD (fingers crossed) receive my daughter's passport with a K Visa at least a day before our trip.

The cost at the moment APPEARS to be free (whereas the cost for an EXIT visa is $30).

Will give a further update when we receive the K Visa.

During normal times aka pre-COVID, the only way to get a K-type Visa was either on arrival or in advance from a Cambodian Embassy/Consulate...they have only started issuing them in country in the past 12 months.

Did you not get your child a Cambodian passport? If you did, then there is no requirement for an Exit Visa or a K-type Visa anyway.

This is a game changer if true.

If the child doesn't have a Cambodian passport to travel on, the whole 'exit visa' dance 5 days prior to flying out can be quite nerve wracking.

Being able to get a K visa now instead of doing the 'exit visa' first is a significant change in policy.

@PSD-Kiwi do you have a solid contact number for the office that would be able to verify that getting a K visa straight away is now possible?

No contacts, just go there with supporting documentation, fill in the application form, and you'll get the K-type Visa in 3 to 7 days depending on how busy they are.

Whether or not this practice will continue is yet to be determined, it was only introduced due to the current situation.
