I recently bought unlocked phones in the US new and I had no problems in other countries.

Re buying in Cambodia, I would avoid Chinese phones due to the potential for surveillance. Samsung is a good option if you don't want to go Apple.

But buying second hand phones in Cambodia is very tricky as there are so many things that can go wrong. You'd better test your phone carefully before walking away. And have a very clear deal on returning it and the timeframe to do so.
