Any market... Are you after a specific kind (fat/long and skinny, scented...) or will the normal ones do? ORussei has tons but almost every market sells pagoda candles.

Seriously though, Lucky's sell all kinds of birthday candles, and you can buy Buddhist votive candles at TTP markets and similar.

A lot of the middle range or high end spas will also sell fancy smelling candles in the shapes of apsara or elephants if you really want to impress.
