So, yes it will be easier than the USA. If she has a job, she can summit evidence of that. If not, you could be named as her sponsor, in which case you would need to supply evidence of your means. For Jagan, you need to submit a very detailed itinerary of your stay. The visa fee is only about $25, it must be paid in riel. You can download the simple form on the Embassy website.
Of course Japan is an expensive destination for hotels and travelling around.
You could also consider Hong Kong, she needs a visa but very easy to get. Or Jeju Island, Korea for which she gets visa free access.
Cambodians have to apply for the visa to Hong Kong at the Chinese Embassy right? I'd like to go to China and Hong Kong with my partner, that would require two different visas, I believe.

I believe she can get the HK visa through the usual agents and nothing much required documentation-wise. IDK about the China visa.

We got the HK visa from an agent. China visa I loosely recall not being as easy as just going to an agent, can’t comment much as we decided not to go to China and kept it to HK only. If kids are going HK Disney is a must. Great subway system also, restaurant and drinks at mid levels are fantastic.

Go to the agent and explain the situation. They make an itinerary. The agent makes sure the papers are in order for the Japanese embassy interview. Missus didn’t pay for any tour, just the agent to arrange the visa. After she got the visa, I booked airplane tickets and hotel accommodations for Taiwan.

Sorry I was as clear as mud previously.

Just for others' information, my partner and I went to China previously. We were told that we would be required to deposit $10,000 at a Chinese bank, which was some kind of anti-human trafficking device. So we decided to try to go through an agent, as putting money in the bank seemed pretty undesirable. We also got a letter from her employer which has an office in China. We did get the visa with no problem, but not sure if this could be done by others in the same way.
