I doubt that one.
The last part of your question might not be of too much help to you to decide. People made their decision in the past (me, 2010) based on what was going on back then. Not sure if I would make the same decision today.
Cambodia has changed a lot over the last decade. To the good, for some, but it's worse, for others.
Don't base your decisions on online info. Come over, see, feel, taste, and decide.

Came for the French school (our kid), stayed 3 years for the money, gone for the education of our kid.
Eating Indian food several times a week + the weed supply + the Angkor experience, all were awesome.
But we were 10 years in Indonesia before that, so, the exotic charm wasn't the original appeal to it, i've seen coconut trees before arriving there.
