During the last two years I have had cause to send officially required documents back to Australia. On all occasions they were delivered within ten days.
I used the EMS service and was able to track the progress.
I found no problems but this is essentially a courier service not surface mail.

They get away with it for several reasons - the same reasons why many 'services' are of of sub-par quality here in KOW.

1. A distinct lack of accountability.
2. Extremely low pay which leads to a cultural acceptance of corruption.
3. Institutional ineptness which has been an issue for so long now, it has become the default position. Nobody expects any better therefore nobody strives to achieve it.

You could say the same for many institutions throughout the Kingdom. Not Just the post office.
The difference between animals and humans is that animals would never allow the dumb ones to lead the pack.

I think also isolation. they have never been in a post office outside cambodia and seen how other countries postal systems work. they dont know any better

Isolation is true for a lot of things. Lack of green space/parks, just to name one example. They're all content until they travel abroad and realize what they're missing out on.

My post was not about EMS. In fact their whole narrative about “you won’t be able to complain until after three months” was essentially a way to try to drive me to pay for EMS.

As with many other things in Cambodia, they deliver a poor quality product or create endless delays to try to make consumers pay more.

I repeat that over the years I have sent documents by Cambodia post to the UK and Europe and they have always arrived. I have sent stuff from all over Cambodia - from PP, SR, SHV, and Kratie POs.
The worst place ever was Kampot PO, where they said they "don't have any stamps this week." (Maybe never. I haven't been back.) So I got a friend to send it from PP, and it arrived ok.
Just to say that the postal service does work much of the time, maybe you were unlucky - unless you are in Kampot ?

Went to the PP post office this morning hoping I could have a last chance at sending a mail item to Australia using their priority courier (EMS) service.

Was told by their none to friendly staff: no more international mail, priority or otherwise.

I hope I was correctly advised but I suppose it's hardly surprising that international mail wouldn't be affected by cancellation of flights etc..

Update: DHL courier services is still operating as normal...at least to Australia. Cambodia Post EMS $25, DHL $78 albeit delivered in 3-4 days (<.5kg).
