In 10 years I must have bought/sold over 10 moto's. Most in SHV, some from Khmer some not.
I've always took the plate and ID card to mean tax paid!. As it may have changed since I last bought, but you gave the new moto's tax paid paper in at the time of registration. The place that does this, makes plate and ID card, keeps the tax papers. I don't know anyone who would have thought to have photo copied the papers before but a good idea to. Receipt from the original or sold on shop is worth keeping as if you get to transfer your name onto the ID, saves tea money as someone said previously.
I have seen forged ID's and copied plates. Look for hologram on Card and stamps on number plate. One stamp is on the outer (blue) edge of plate. Check several plates and compare.

I think it's one of those variable experiences. I don't have them with me, so all could well be copies.
With cars I was told the tax paper is the golden ticket - very important to never lose it.
New registration cards are the flimsy paper cards and don't have the hologram anymore, but they do have a QR code that can be scanned and show the registered owner from the national database.
