I need to make a visa run at the end of this month. I already have a holiday planned for Vietnam in March. Are US citizens allowed two entries to Vietnam in one month. Thank you

As far as I am aware US citizens require a visa each and every time of entry to Vietnam. As long as your visa is valid you can enter. As a US citizen it is normal to have a one year multiple entry visa so as long as it is valid you can enter and leave as many times as you like in the month as long as your visa is valid.

The present restriction that is happening is how long can you stay in Vietnam after each entry before you must leave again and that was 3 months although it is now being suggested that it will change to only one month.

Yes. Provided that you have either two single entry visas or one multi entry visa that cover(s) your stays in Vietnam.
