Perhaps so but he told me in Khmer, which I'm fluent in (so I'm told LoL). He very clearly said that when he goes to the wholesaler, he's offered a choice: cheaper case with less winners or slightly dearer with more winners.
I bought a case yesterday. 12 cans drank already. 7 winners. 6 free cans and 10,000 KHR.
The same was the case at the wholesaler in Krong Duon Kaew (previously Takeo town).
I bought there directly because it was 200m from my room. The 2nd, 3rd and 4th cases I bought there yielded 870,000 KHR and about 30 free cans. The owner had just joined the brewery officially and was offered 700 of the lucky cases at the cheaper rate as a joining bonus. He spoke perfect English so nothing was lost in translation, I believe.

P.S. The wholesaler exchanged my 500,000 KHR winner for 480,000 cash. A retailer would offer 400,000 or 450,000. Fuck that!
I should have mentioned in my OP that he went directly to the wholesaler. You're aware that a wholesaler will also sell retail, right?
Can you imagine them turning down money and business? I can't LoL.
How does what I wrote disagree with your information? It doesn't.
The retailer in front of my room clearly buys the cheaper grade. Feck all winners.
