1 day after i got out of quarantine last year, ( used the money owed to open the account)

I tried at ABA in Ratanakiri, passport, full visa, residency letter and 100 USD in hand and they couldn't open an account for me on the sport. Didn;t bother and left, still with ACLEDA now and not unhappy with them.

Each (whatever bank) branch seemingly has it’s own interpretations of their own reg’s based on their individual ability to comprehend their own regs. To avoid being held accountable, some it would seem have the answer ‘No Can’ on speed dial. Others do demonstrate a modicum of customer service combined with commercial acumen. Their answer might be ‘Yes, can.’

It’s good to know that there’s consistency.

I could open a few years ago with tourist via an account by ABA and even with tourist visa this year an account by Wing Bank

As i mentioned the sim is mine bought direct from website
E-Sim can not be on someone else needed to upload passport on smart Nas app

Would be crazy if it's not legit

Basic story the qr code payment can not be done as tourist?

Your SIM card might well be registered in your name, but if someone else owned your phone number before (they let their SIM card expire and the operator eventually recycled the number), that previous owner might have registered that number with banks, messenger apps and whatnot. Those companies or services wouldn't necessarily be aware of the change of ownership.

As a tourist, you could get the Wing wallet, which would allow you to make QR code payments using their app.

I got the App recently, no choice because I can't get to the bank. But got lots of help from the bank ABA.
I have been banking with them in general for many years, never had any problem with the service offered.
Always "hope" but never "expect".
