Vietnam is very short of English teachers. There may be a lot of foreigners in VN "teaching," but many are thoroughly undependable. And yeah, there are a lot of dodgy schools, too.
Yeah, it's sort of a match made in heaven, dodgy teachers + dodgy schools, sort of like Cambodia. Anyway, works out for both parties, a bit of cash for the teachers and warm bodies for the schools.
