I have a theory on the forum blackouts yesterday.

There didn't seem to be a problem with the CPN group site. So i'm going along the lines that *possibly Anonymous or some political connection has hacked into the expat forums of the country to find out if the growing number of foreign residents have influence over any active topics in Cambodia. Perhaps the exposure we give in sharing stories from the English publications.
The opinions and debates we share in connection with the Government, Political and Humanitarian issues that negates the strides in development that this country has made.
