I'm sorry, that's a joke. Those are not forum rules. That's a weak attempt trying to claim that they ever existed. What you linked was written by some phpBB lawyer to protect phpBB.
And, actually, CEO breaks those rules itself when copy pasting entire articles from newspapers and linking videos with its own watermark calling it "CEONews". Copyright infringement is illegal.
Get some real rules.
