Could be OP is recycling the Prathia Hall story, although Ms Hall defo does not appear to be white;

He was giving that speech for years (it wasn't new when he delivered it in Washington), and whilst there are allegations of plagiarism (never proven), there is certainly no little white old lady hiding out there somewhere.
