‘Careless’ guards leave Ratanakikiri prisoners on lam

Ratanakikiri Provincial Prison authorities yesterday continued to search for two inmates who escaped from the provincial prison on Thursday, according to an official.

Sorn Keo, spokesman for the provincial prisons department, claimed the inmates escaped when prison guards took them to a separate location to build furniture. The inmates were identified by National Police as Reach Sopheak, who was serving time for theft, and Chea Buntheng, who was detained for a drug-related offence.

Both inmates had about six months left on their sentences, Keo said.

“Our authorities are cooperating with other [provincial] authorities to search for them and bring them back to prison,” he said. “We don’t know why they wanted to escape. If we arrest them, they will face another punishment in compliance with the Penal Code, and they would serve another two to three years.”

Keo said the guards must have been “careless” giving the inmates the opportunity to escape. Provincial prison director Tin Sovanny could not be reached for comment.

Ratanakkiri provincial police are still searching for four escaped convicts who broke out of prison on Saturday.
Provincial prison chief Tin Sovanny said five prisoners had sawed off the bars of their prison cell at 3am on Saturday, using a blade they had kept hidden in their cells. One prisoner was found hiding in the forest near the prison, but the remaining four are still at large.

It is unclear if they received help from anyone outside the prison, however police have increased security at the facility to prevent further escapes.

I always look at the other side of things , turn the page and look at page 2. ,,,,,, If they locked up a few prostitutes in the prison why would men want to break out. The problem would be innocent men breaking in .

Cambodia Criminal Code
Article 561. Penalties to be Imposed. Escape is punishable by an imprisonment from 1 (one) year to 3 (three) years and a fine from 2,000,000 (two million) Riels to 6,000,000 (six million) Riels.

Article 567. Facilitation of Escape by a Guardian. An act by a person who has duty to guard and facilitates or prepares for an escape of a detainee, even if it is by a voluntary abstention is punishable by an imprisonment from 5 (five) years to 10 (ten) years.

A second of five inmates who broke out of Ratanakkiri Provincial Prison last week has been captured and sent back to jail.
Som Hak, 21, was charged yesterday over the escape by the provincial court prosecutor. He faces an extra one or two years in jail in addition to his sentence.

The five escaped after using a saw blade to cut through bars. One was caught soon afterwards hiding in the forest.
Prison chief Tin Sovanny said they got the blade from friends who had visited them and had hidden it in their shoes.
Provincial police chief Nuon Koeun said his officers were working hard to re-arrest the other prisoners, Nong Vanna, Keo Chanthy and Keo Chhork.
All were serving three-year terms for drug trafficking.
